Riding Without a Ticket in Egypt: Fines and All Violations

Passenger passing through an electronic gate at a railway station

Egyptian National Railways (ENR) regulations define a set of violations that carry an immediate fine. They fall into two groups: conduct and safety violations inside stations and trains, and travelling without a valid ticket. What most passengers do not know is that the fine for travelling without a ticket is not a single figure — it varies by the class of train you board.

This guide lists the violation categories as they are defined in ENR's own system, grouped clearly so passengers know what to avoid.

Conduct and safety violations

These apply to anyone inside a station or train, regardless of ticket:

  • Smoking in stations or on trains.
  • Men using coaches reserved for women — an explicit violation in the regulations.
  • Boarding or alighting while the train is moving.
  • Riding on train roofs, between units, or anywhere that endangers the train.
  • Transporting pets on trains.
  • Carrying flammable materials.
  • Throwing waste or spitting inside stations or trains.
  • Tampering with train equipment or line movement systems.
  • Crossing outside designated pedestrian crossings.
  • Entering railway premises without a ticket or through undesignated areas.
  • Carrying heavy loads that disturb or harm other passengers and fall outside the parcels regulation.
  • Passing through the electronic gate without a ticket.

Travelling without a ticket: the fine depends on the train

ENR applies separate fine categories by train class:

  • Spanish and French air-conditioned trains
  • Renovated and Mutawara trains
  • Third Class AC trains
  • Third Class (Fan) trains
  • Suburban trains
  • Steel and Sleeper trains

A passenger without a ticket on a sleeper train is therefore not treated under the same category as one on a suburban service. You can check any train's class on our Egypt trains page.

Refusal to pay

The regulations distinguish between a passenger who pays when found without a ticket and one who refuses to pay the fare. The second case has its own provision ending in delivery to the station, covering air-conditioned, Renovated, Tahia Masr, Improved and Mutawara trains.

A separate fine tier for war veterans

Rarely documented anywhere: ENR maintains six parallel fine categories for war veterans, mirroring the same train-class split above. This means the passenger's status affects treatment, not just the type of train.

Luggage and parcels

Carrying heavy loads is a violation only when the parcels regulation does not apply — ENR distinguishes ordinary passenger luggage from parcels, which have their own rules and charges. There are also approved baggage storage fees at stations and a separate provision for postal parcel pricing.

Frequently asked questions

Is the fine a fixed amount?

No. The regulations define categories that vary by train class and passenger status.

What happens if I refuse to pay?

A separate provision covers refusal to pay, ending in delivery to the station.

Are pets allowed?

Transporting pets on trains is listed as a violation.

Do I need a ticket just to enter the station?

Yes — entering railway premises without a ticket is a standalone violation.

An important note on amounts

This guide explains the violation categories as defined, without quoting specific amounts, because fine values are updated by administrative decision and are not published in a unified form. For the amount applying to a specific case, the station ticket office or the relevant ENR department is the correct source.
